INCOME TAXESN C already has very low personal and corporate Income tax rates.  The current rates are 4.5% personal and and 2.5% corporate.  Both of these are among the lowest in the nation.  Even with thses low tax rates, NC has produced a current budget surplus of around $1,000,000,000(that's a billion dollars!)  What should the legislature do with that?
10% should be returned to taxpayers
20% should go into NC's rainy day fund
30% should go to teacher bonuses
20% should go to first responder bonuses
20% should stay available for future needsG

GASOLINE TAXESOnly 10 states in the US have higher gasoline taxes than we do.  I do not think all of our road maintenance and construction needs are being met.  EV's do not buy gas and currentenly pay a flat tax toward road maintenance.  Owners of EV's may need to pay more tax. What make sense to me is to assess fees based on miles driven, easily determined annually when inspected.

PROPERTY TAXESIn  NC, property taxes are set by counties and municipalities, not the state.In 2024 property owners are mostly in shock with their tax bills increase by 20-45% bases on new assessments.  I heard someone recently say California seems to have solved the problem of rising property taxes.  Their system is worse than bad.  One way the State can help is for the State auditor to examine the assessment regimines followed by areas witht he largest increases. State government owns an enormous amount of property in Wake and other counties.  Perhaps they should pay some fees to local governments to offset their tax exempt status?

SALES AND USE TAXESNC has a statewide sales and use tax of 4.75%; counties and municipalities can add to that for local needs.
